System Boundaries are essential to communicate “Clearly” which equipment is in each System.
System Boundaries ensure the Safety of the workers by segregating "LIVE" equipment.
System Boundaries are required to define the System Hand-Over Sequences.
System Boundaries are required to develop the Start-Up plan.
System Boundries will be the basis of tracking all redline drawings, queries, punches and reporting against the schedule.

"Excellent" with a well established Commissioning and Start-up Plan you have thought through the work scope from Fabrication Phase to the Operation Phase:
You have prioritized work scope to reduce the cost and maximize manpower usage.
You are able to level your manpower requirements, avoiding the high peak periods.
You have assigned manpower estimates to the pre-commissioning activities.
You have developed a manpower estimate for the static checks.
You have developed the requirements for dynamic commissioning.
You have populated the Start-Up Plan with the manpower requirements.
You have a method of tracking in place to identify slippage in the schedule.
The Start-Up Plan will communicate to the entire project, as well as the Key System Hand-Overs.

"Unfortunately" without a well defined Commissioning and Start-up Plan:
You will not be able to communicate which Systems are required, and in which sequence.
There will be delays in initial production, without a priority driven schedule targets will be missed.
You will miss opportunities to regulate the commissioning work scope.
Your costs will increase due to increased number of technicians to handle the peaks in work scope.
You will not have a detailed manpower breakdown by system and discipline.
Without a plan it is impossible to develop and accurate manpower requirement.

You have established a Quality Assurance standard for the entire project.
You have a well defined work scope, outlining all your pre-commissioning and static check work-scopes.
Your cost will be reduced because your manpower requirements are accurately defined.
You can develop a detailed staffing plan against known manpower ramp ups and ramp downs.
You will be able to track daily progress against the plan.
You will identify schedule slippage early and correct the delay.
The Completion System will identify and manage all Quality Assurance documents.
Transition time from Fabrication to Start-up will be reduced by having the Q.A documents controlled.

You will not be able to measure acheivments against the overall milestones.
